Henri Baguenier has 25 years of professional experience in the field of energy economics and the environment. He is a PhD. in Mathematic economics and Mathematic methods.
Currently he holds several positions namely: he is the director of CEEETA, he is Professor at the University of Paris X, and at the “Institut National des Sciences et Techniques Nucléaires du Commissariat à l’Energie Atomique”. He is the president of the European Small Hydro Association (ESHA). He is the member of the Advisory Comittee for Research on Energy, to the Portuguese Secretary of State for Scientific Research. Between 1985 and 1989 he had been advisor for the Portuguese Secretary State for Energy. He has sound experience in working with Eastern European countries and Latin America on energy matters.

Carlos Pimenta, born in Lisbon, May 1955, is an Electrical Engineer with a post graduation in Management and Computing. From 1983 to 1984 he was the Portuguese Secretary of State for Environment, from 1984 to 1985 Secretary of State for Fisheries, from 1985 to 1987 Secretary of State for Environment and Natural Resources, he was Member of the Portuguese Parliament from 1985 to 1999, Member of the European Parliament from 1987 to 1999, President of GLOBE EU, Vice-President of GLOBE International, Vice-President of the European Parliament delegation to URSS and after to the FSU countries from 1987 to 1994, Member of the European Parliament Budget Committee from 1994 to 1999.
Presently he is CEEETA's director and manages several projects of wind energy as well as decentralised electrical generation.

Alvaro Martins is PhD in Economics, director of CEEETA and full Professor at the Technical University of Lisbon (Instituto Superior de Economia e Gestão).
With a sound experience in the energy field, namely on energy modelling, long term energy demand scenarios and renewables, he his the scientific responsible for various studies now in progress: externalities for the energy sector, green jobs and environmental activity, demand side management in buildings. He participated on the elaboration of the Portuguese national and regional Energy Plans, and has done consulting work for Portuguese authorities and energy utilities.
With work on energy planning and policy done on various African countries and in Brasil and Cuba, some experience in eastern countries has also been acquired with studies and lectures given in Poland and Moscow.
He lectures energy economics and planning in many national and international advanced post graduation courses in Portugal and abroad.
He was President of the Portuguese Public Authority on vocational training and employment between 1986 and 1989 and deputy Director of the Directorate General for Industry in 1985.

Manuel Fernandes is MSc. in Energy Economics and Policy from the University of Nanterre, Paris X, France. He is a researcher on energy economics since 1988. He is CEEETA’s technical co-ordinator of several European Commission’s DG XII JOULE projects on externalities assessment of energy fuel cycles (ExternE) and on the development of tools and analysis regarding renewable energy development in Europe. He works as international team member on feasibility studies for the development of biomass projects.
He also participated in several studies for the European Commission’s DGXVII on regional and national energy planning studies, on economic and social impact assessment from the development of renewable energy projects and on institutional and legal framework of the energy sector .

Gabriela Prata Dias is MSc. in Energy and Environmental Economics and Policy from the Technical University of Lisbon. She has been developing professional activity in the energy economics field since 1993. At CEEETA she is project manager of different European Commission’s DGXII and DGXVII energy policy and renewable energy projects. She was also member of the team for the development of the DGXII ExternE project on externalities assessment of energy fuel cycles.
She was consultant at the Center for Energy Conservation (Portuguese energy agency) at the renewable energy and international relations departments, developing studies on renewable energy and as contact person for the European Energy Network, for the European Commission. In 1993 she worked for a Portuguese engineering company.
" Since 1999, Gabriela Prata Dias has been the General Director of ECOGEN, an Energy Services Company which main activity is the promotion of micro-generation projects in Portugal."

João Montez has a degree in Mechanical Engineering (Applied Thermodynamics) from the Instituto Superior Técnico - Technical University of Lisbon. He has been developing professional activity in micro-cogeneration and solar thermal fields. Since April 2000 he has been involved in the development of a micro-power technologies report and in the promotion of micro-cogeneration projects in Portugal.

Théodore Filimon has 44 years of professional experience in the field of energy efficiency policies and development of renewable energies. He is consultant for CEEETA (Portugal), ICE, BCEOM, ADEME (France), ESHA (Belgium) and EBRD (UK – European Commission). He has sound experience in energy policy matters in the Central and Eastern European and CIS countries.

Pedro Vilas Boas has 32 years of professional experience on hydro power systems and automation. He has worked for the Portuguese utility company and Hidroeléctrica Portuguesa in Portugal, Angola and Mozambique. Until May 1997 he was member of the board of directors of a Portuguese company working in research, project and promotion of small hydro plants and wind energy plants, in Portugal. He has been consultant for CEEETA for several years now. He is CEEETA’s expert energy matters relating to hydro and wind energy.

Carlos R. A. Nascimento has a degree in Electrical Engineering. He is postgraduate in Economy of Energy, Finance & Administration, Electric Systems Operation, and Electric Distribution Systems. He was Director of Engineering, Material Management, Finances and Administration at Utilities in Brazil, as CELPA in Pará State (a state-owned utility) and ELETRONORTE in Brasília –DF (a federally-owned utility) responsible for bulk electricity supply in the Amazon Region, covering almost 56% of the Brazilian Territory. He was member of the Board of CEPEL, Brazil’s major Research Center in Electric Energy. He had been involved in environmental activities at IDESP – The Socio Economic Development Institute of Pará (Brazil), where he co-ordinated projects to improve protection for tropical forests and renewable energy, at CEEETA as an Advisor, and The Principal of TERRAPLENA, a private company that operates in solid waste collection and engineering (Brazil). He is also President of CN&F Engineering and Consultant Ltd. (Brazil), which deals with Environmental and Energy matters.

Pedro Oliveira has a degree in Mechanical Engineering from Lisbon Higher Engineering Institute.
He had been member of the co-ordination group for the VALOREN Programme (1982-1992). He has been developing professional activity in the biomass and solar Thermal fields. He participates in different European Commission’s DGXVII and DGXII biomass projects. He integrates the working group developing projects on externalities assessment of biomass fuel cycle. He also participates in several projects on the promotion of biomass energy technologies.

Valdemar Rodrigues is a CEEETA’s senior consultant in the fields of environmental and energy economics and sustainable development. He has a B.Sc. in Environmental Engineering, and a M.Sc. in Environmental Systems’ Modelling. Within CEEETA since 1991, his work has focused on green accounting, institutional change, environmental management systems, and sustainable development indicators. He has been involved in various European projects related to these fields and mainly supported by the EC DGXII and DGXVII. Currently he is preparing his PhD on Environmental Engineering at the New University of Lisbon, with a thesis under preparation on Sustainable Development, Globalisation and Institution’s Reform: the case of fisheries and textile industry in Portugal.

Fátima Direitinho has a degree in Environmental Engineering from de the New University of Lisbon (College of Sciences and Technology).
Within CEEETA since 1987, she has developed several research projects in the fields of environment and energy economics, namely in national projects for reduction of the emissions from de energy sector.
More recently, she has been involved in European projects from DGXII, in the field of sustainable development (Globalisation’s impacts at the local level).

Tomás Barros Ramos is a Ph.D. student on environmental management at New University of Lisbon. Was awarded a M.Sc. in Sciences of Coastal Zones – environmental indices and indicators, from the University of Aveiro and a B.Sc. in Environmental Engineering, from the New University of Lisbon. He was also graduated on a short course on Ecological Risk Assessment. He has professional experience as environmental consultant/researcher for private and public institutions, namely for CEEETA and for the General Directorate of the Environment, Ministry of the Environment. Some of the main fields of work are environmental impact assessment, coastal water and sediment quality and environmental information management. He is an invited expertise on the Supervising Environmental Commission of the Tagus New Bridge – "Vasco da Gama Bridge". He was also invited professor - expertise on ecology - at Higher School of Technology Health of Lisbon. Currently he is the president of the Portuguese Association of Environmental Engineers.

José Manuel Rolo Ferreira Correia is PhD in International Economy from the Lisbon Technical University; B.A. in Economics from the Oporto University; Senior Research Fellow at the Institute of Social Sciences/Lisbon University (since 1995) and Senior Professor at the High Institute of Economics and Management/Lisbon Technical University from 1990 to 1995.
His main research topics are International Economic Relations, International Co-operation and Science and Technology.
He is also Director of the Technical Assistance Office of the Alfa Programme of the DG I of the European Commission (1994-1995); consultant to the United Nations in several Portuguese speaking African countries; consultant to several Portuguese agencies related with foreign direct investments, technology transfer, science of technology and international co-operation for development.

Luís Filipe Canhão Roriz is Mechanical Engineer, M.Sc. in Refrigeration and Air Conditioning , Ph.D. in heat and mass transfer. He is currently Professor at Instituto Superior Técnico and Member of the Regulation Committee and of the sub-committee of Thermal Building Regulations, he is recognised as Energy Audit Expert on the domains of freezing of meat; drying and freezing of fish and sea-food, processing of fruits and vegetables, tobacco industry, dairy products industry and buildings.
He has been responsible for national projects in the building and industry sectors, and EC projects under SAVE, ALTENER, and THERMIE programmes related with Energy efficiency and Renewables.
He is responsible for technical software development in the areas of refrigeration and National building regulations methods and published several articles in Renewable Energy and Air Conditioning journals.

Benjamin Pachá studied history, geography and journalism in Madrid at the Universidad Complutense. Since 1996, he is in charge of project budget management at the Technical Assistance Office of the Alfa Programme.
He followed courses on documentation and computer management. He spend some years designing data bases and software applications for both the private sector and public institutions.
In 1992, he was engaged by the European Commission, DG IB (Latin America), to work in the financial management and budget control of economic co-operation and human rights projects in Latin America.
